Since Judge Albright took office three years ago with a commitment to adjudicate cases expeditiously and rarely put them on hold for America Invents Act reviews, patent owners have flocked to the West District. of Texas, while many accused counterfeiters have sought to transfer business to other neighborhoods. But for many months, the judge turned down virtually all of these requests.
